This is a first angle projection drawing. The upper view is actually the bottom view without hidden lines. The webs in question would only show as hidden lines in this view and since hidden lines are not shown, the webs will not be shown.
In the second image, the hole pattern and associated square cutout are shown in a separate detail somewhere. You have not included that detail in your drawings. The hole pattern and cutout dimensions cannot be determined with the information you have included.
There are other detail dimensions that cannot be determined from these views. There are either other views and details you have not provided or it’s just a poorly done drawing. In my opinion, it’s just a poorly executed drawing. The placement and spacing of most dimensions is done using poor methodology. In other words, it’s a bad drawing.
